این پژوهش به بررسی تأثیرات گسترده و چندبعدی تحریمهای اقتصادی بینالمللی بر کارکرد نظام سلامت جمهوری اسلامی ایران، با تمرکز ویژه بر بحران پاندمی کووید-۱۹ میپردازد. هدف اصلی، تحلیل نحوه تداخل ابزارهای فشار اقتصادی با تواناییهای عملیاتی کادر درمان و دسترسی شهروندان به ملزومات حیاتی بهداشتی است. روش تحقیق در این مطالعه، توصیفی-تحلیلی با استناد به دادههای کتابخانهای و گزارشهای سازمانهای بینالمللی است. یافتههای تحقیق نشان میدهد که اگرچه طبق قوانین بینالمللی، اقلام بشردوستانه مشمول تحریم نیستند، اما انسداد کانالهای بانکی و مالی عملاً زنجیره تأمین دارو و تجهیزات پزشکی را با اختلالات جدی مواجه کرده است. در دوران پاندمی، این محدودیتها منجر به افزایش نرخ مرگومیر، فشار مضاعف بر زیرساختهای بیمارستانی و کاهش توان مالی دولت در حمایت از بخش سلامت شد. همچنین، علیرغم تلاشهای داخلی برای بومیسازی تولیدات بهداشتی، وابستگی به مواد اولیه وارداتی و تکنولوژیهای پیشرفته، همچنان گلوگاهی برای تابآوری کامل ایجاد کرده است. در نهایت، این مطالعه استدلال میکند که «سلاحانگاری سلامت» در بستر منازعات سیاسی، نه تنها حق بر سلامت شهروندان را نقض میکند، بلکه امنیت انسانی را در سطح منطقهای و جهانی به مخاطره میاندازد. نتایج نشان میدهد که کارآمدی معافیتهای بشردوستانه بدون اصلاح ساختارهای مالی بینالمللی، تنها یک ادعای حقوقی فاقد عینیت اجرایی است و نیازمند بازنگری جدی در دیپلماسی سلامت است.

This study examines the extensive and multidimensional impacts of international economic sanctions on the performance of the health system of the Islamic Republic of Iran, with particular emphasis on the COVID-19 pandemic. The primary objective is to analyze how economic coercive measures intersected with the operational capacity of healthcare providers and citizens' access to essential medical supplies and healthcare services. The research adopts a descriptive-analytical approach based on library resources and reports published by international organizations.
The findings indicate that although humanitarian goods, including medicines and medical equipment, are formally exempt from international sanctions under international law, restrictions on banking and financial channels have, in practice, severely disrupted the supply chain for pharmaceuticals and medical equipment. During the COVID-19 pandemic, these constraints contributed to increased mortality rates, intensified pressure on hospital infrastructure, and diminished the government's fiscal capacity to support the healthcare sector. Furthermore, despite significant domestic efforts to localize the production of health-related goods and medical supplies, continued dependence on imported raw materials and advanced technologies has remained a critical bottleneck limiting the country's overall resilience.
Ultimately, this study argues that the weaponization of health within the context of political conflicts not only undermines the fundamental right to health but also poses serious threats to human security at both regional and global levels. The findings further demonstrate that humanitarian exemptions cannot achieve their intended effectiveness without fundamental reforms to international financial mechanisms, rendering such exemptions largely legal provisions lacking practical enforceability. Consequently, the study underscores the urgent need for a comprehensive reassessment of global health diplomacy and international financial governance to ensure equitable access to healthcare during international crises.
